Tolerated ≠ Legal

Understanding the Dutch "Gedoogbeleid" (Tolerance Policy) is crucial to staying out of trouble and respecting your host city.

The 5 Gram Rule

Cannabis is technically illegal in the Netherlands, but authorities "tolerate" the sale in licensed coffeeshops and the possession of small amounts. You are legally allowed to purchase and carry a maximum of 5 grams per person. Exceeding this limit can result in confiscation.

Strict Age & ID Verification

You must be 18 years or older. Coffeeshops are extremely strict; failure to comply puts their license at risk. You must carry a physical, government-issued ID (Passport, EU ID card, or physical Driver's License). Student IDs or photos on phones are universally rejected.

University & Canal Etiquette

While Utrecht is a tolerant student city, public consumption is frowned upon and technically illegal in many public spaces (especially near schools, the university campus, or crowded shopping streets).

Fines can be issued for public nuisance. Always consume inside the coffeeshop, on their designated terraces, or in private spaces to respect the local community.

Currently, in Utrecht, the "Weed Pass" (I-criterium) which restricts access to residents only, is not enforced. International tourists and expats over 18 with valid physical ID can freely enter and purchase.

Utrecht is exceptionally well-connected. It takes only about 25 to 30 minutes by direct train from Amsterdam Central Station. This makes it an incredibly easy and rewarding day trip—or a much cozier place to base your entire vacation.

By law, a business cannot hold both an alcohol license and a cannabis license. Therefore, coffeeshops sell juices, coffee, and sodas, but no alcohol. Conversely, bars selling alcohol do not sell cannabis.

Absolutely NOT. Cannabis delivery via Telegram, Instagram, or any other app is completely illegal in the Netherlands. These are black-market operations and frequently scam tourists. Always walk into a physical, licensed coffeeshop.
